My profession as an independent artist and my age haw put me in line with the servants of Culture. Responsibility for the act of Creation lies upon me before the World. From time positions I express a decisive disagreement and protest against the negative letter of your coworker George Krol, March 31. 1998, regarding "Picturegate."

I insist on your personal intervention in die many-year problem with my gift of an to America. As Secretary of State you can not not understand that this is not only my problem and you problem, but the problem of World Principles and Culture of Mankind Principles. To turn away from its just resolution means to continue the crime, committed by workers of you department since 1998.

Unfortunately. the Director, Office of Russian Affairs, U.S. Department of State, continues to wrongly understand the principles of World and Culture, stubbornly tossing into the archives both my contribution in America's culture and my name as a fighter for freedom and independence, and my political struggles in the Soviet Union, and all the difficult consequences that have followed from that struggle, including the necessity to save my an from destruction and my deportation from the country. A decade of betrayal and derogation of my gift by State Department officials confirms their small-spiritedness and their retreat from the Principles of the World and of Culture.

Fortunately my professional and political image, known to the World contains within itself the Truth of World Justice and is well defended by the Constitution of the United States of America, for my contribution to the culture of the American people.

It is impossible to not know on the governmental level the Cosmic Laws of Fire and Light which give life to humankind! These laws are fortified in the most ancient understandings of Culture: the Cult of Ur - the Cult of Fire and Light - the Cult of Knowledge - the Cult of Creativity - the Cult of An - the Cult of Beauty - the Cult of the Spirit!

Humankind is a product of the Creative Impulse of the Cosmos. The Eternal Creativity of the Cosmos is found in the vitality of the Forces of Light - the subtle, positive energy of Fire and Light. Under the pressure of negative events these World Forces saturate the Creative Impulse with a great strain of the Spirit, i.e., with Ideas and Thoughts, which are then embodied in Life. In the beauty of the Creative Impulse lies the guarantee of human happiness! The art which comes from that Creative Impulse is boundless and eternal. True works of An elevate the human spirit, illuminating both consciousness and human action. Without the greatness of Culture humankind can not flower and move further along the path of Evolution! There can be no successful reaching of mutual understanding and agreement between the races!

The planet is sick, and humankind's salvation lies in Culture!

It is shameful that the lies and ignorance of you employees are being supported a such high government levels! It is shameful that Idea of Light and Pun Actions of Culture are being destroyed, including my gift in America! You most be capable of admitting to the mistakes of your diplomats, and connecting those mistakes. After all, we are speaking here of the Cabinet of the President of a humane and free country, not of some minor bureaucratic clique in some distant shabby province.

Time and circumstance can no longer tolerate the excuses and delays in moving from Russia to the U.S. the 1,500 works of an I that constituted my gift to America! And you, Mrs. Albright, must take personal control over making that delivery happen and not yet again was the problem down lower and lower to yaw subordinates, to those who have for so many years violated our agreement and their own guarantees, who have behaved so cowardly, who have lied, who hue stolen documents, who have dodged and ducked and drawn this whole thing out for an long, devaluing our contract, who have suborned Congress and subjected me and my gift in such shameful discrimination! Get involved personally and make yourself familiar with the facts, with the participation both of the wronged party and the guilty parries! Even a chimneysweep must climb up on the roof to clean out the chimney: it can't be done from below. Don't redouble that damage done in this crime against the World and Culture! Within the Cosmos everything and everyone is under the Law! It is long since time to admit to that connection, especially for the leaders of the superpowers.
